SAT PROCESS

Step 1: A referral is made, usually by the student's classroom teacher, to the SAT leader. The SAT leader checks to see if the student currently has an IEP (i.e. speech, gifted). If the student already has an IEP, the referral is passed on to the current case manager and an IEP meeting should be held to determine if/what interventions need to be in place. If the student does not currently have an IEP, proceed to Step 2.
 
Step 2: The SAT leader must send a meeting notice within FIVE DAYS OF REFERRAL to all appropriate persons and identify the information needed for the meeting. Collect work samples, current grades, attendance record, previous grades on permanent record, progress reports, outside evaluations, standardized test scores, health record (check for passing on hearing and eye screenings), and any other pertinent information. The SAT leader will record the referral on the SCHOOL SAT LOG and record outcomes throughout the SAT process. The SAT leader will fax this log to the OSP fax 304-272-5993 at the end of the school year.

Step 3:  The SAT leader must hold an initial SAT meeting within TEN DAYS OF THE REFERRAL. The SAT will conduct a problem-solving process to initiate, continue, or modify intervention strategies, collect data, and review results. Requests for immediate referral to the Office of Special Programs are warranted for: giftedness, significant disability requiring immediate attention, and when there is sufficient documentation of previous interventions for an extended time period with a minimum of seven data points on progress monitoring reports. If the referral is a parent request, the SAT will decide if evaluations will be conducted and provide the PWN of decision along with the Procedural Safeguards to the parent.*skip to step 5d; the MDET (Multi-disciplinary Evaluation Team) process

Step 4: Recommendations, a specific intervention plan, and data collection are implemented and recorded on the intervention log. In order to consider a specific learning disability, the SPL data MUST CONTAIN AT LEAST SEVEN DATA POINTS of progress monitoring during the intervention periods. The intervention log can be found under the tab titled, "FORMS." Documentation must be collected for at least 18 weeks in Targeted and Intensive Intervention and include at least 54 sessions. 

Step 5: SAT leader must send another meeting notice and conduct a SAT Review Meeting within 45 days of initial SAT meeting. The parents must be invited to the meeting. The SAT will execute one of three options: 1.) close case because interventions were successful, 2.) continue, revise, or develop interventions and schedule on-going SAT meetings to monitor effectiveness of interventions, or 3.) decide that a multi-disciplinary evaluation is needed, at this point the SAT becomes MDET. If option #3 is chosen, the SAT leader will determine appropriate evaluations with the assistance of the School Psychologist, obtain parent consent, provide parent with a PWN and Procedural Safeguards, and immediately send all original paperwork to the school specialist. Note: WV Policy 2419 requires that an eligibility decision be made within 80 days of permission received by the county; therefore, send the referral packet with all information to the OSP office without delay. 

Step 6: Within five days of permission being received, send a home a parent report and have the referring or classroom teacher complete a teacher report. Please make sure to follow up on these items and get them to the school specialist as soon as possible to prevent delays. These items may be faxed to 304-272-5993.
